Abstract
This Act provides for establishing the National Monitoring and Evaluation Agency, in order to ensure greater accountability and transparency in the disbursement and use of public funds. The Act details the composition of the Agency's board and members, and defines the functions and responsibility of the Agency, including: monitoring and evaluating government Policies and the National Development Plan; implementing a national monitoring system for data collection and reporting, to link the Agency to central and local government units; developing monitoring and evaluation guidelines and manuals for capacity building in the central and local government; undertaking periodic development expenditure tracking to assess correlation of public capital spending with planned output and outcomes of development projects; conducting mid-term and final evaluation of National Development Plan, and related programmes and projects. The Act also concerns: administrative provisions, procedural matters, financial provisions, establishment of a special fund for financing the Agency activities, offences and penalties.
