Abstract
This National Renewable Energy Action Plan, prepared in order to achieve regional targets foreseen by ECOWAS in its Renewable Energy Policy (EREP), concerns baseline data on the status of renewable energy development in Sierra Leone, and propose renewable energy targeted goals, on the basis of socio-economic development of the country. The Action Plan moves from the consideration that the country’s renewable energy sources potential is underutilised due to lack of financial resources and inadequate research and development of technologies. Therefore, a comprehensive exploitation of renewable energy sources, such as fuelwood, hydropower, bio-energy, solar and wind power, becomes essential to improve the sustainable development, reduce the environmental impacts and the adverse effects of greenhouse gas emissions and enhance the modernisation of other sectors of the economy. This Action Plan aims at addressing the important needs of the Sierra Leone electricity and energy supply industry, consequently defines the following objectives: ensuring the development of the nation's energy resources; improvement of the sustainable supply of renewable energy, indigenous participation in the renewable energy sector industry; promotion of investments and establishment of appropriate financing mechanisms to support public private partnership (PPP) projects and private investment; ensuring electricity access to the population; development of a strong forest management programme in collaboration with the forestry sector, for a sustainable use of fuel-wood energy; implementation of ECOWAS programme of gender mainstreaming in energy access.
