Abstract
This National Social Protection Strategy outlines the Sierra Leone’s strategic priority areas for 2022-2026, to meet the policy objectives laid out in the National Social Protection Policy (NSPP). The Strategy aims to reduce poverty and vulnerability through inclusive, age-specific social protection programmes. It targets six key life stages—infancy, school-age, youth, working age, old age, and disability/chronic illness—through tailored programmes such as child grants, school feeding, youth employment schemes, pensions, and disability benefits. The Strategy emphasizes systems strengthening, including governance, monitoring and evaluation, client-facing services, and integrated management information systems, to ensure effective delivery and scalability, especially in response to shocks like pandemics or natural disasters.
The Strategy includes a phased rollout of key programmes, aiming for universal coverage by 2040, with projected costs reaching up to 5.1% of GDP. It outlines financing options including donor support, expanded social insurance, and domestic revenue reforms.
