Abstract
This National Wash Policy Implementation Strategic Plan is a sectoral policy document at the national level. This part of the National WASH Policy (2008) consists of the proposed strategic activities that were identified by the the Ministry of Energy and Water Resources to implement the Policy. This 'Implementation Strategies" is the compendium of the policy strategies which are presented in Part C of the Policy document. This document presents a general list of prioritized activities by each Sub Sector within the Ministry of Energy and Water Resources to implement the National National WASH Policy. This document will only provide the necessary guidance during the formulation of a detailed National WASH Action Plan. The Broad Objectives of the the National WASH Policy are: 1.To develop a comprehensive framework for management of water resources and sustainable development of water supply and sanitation services within an effective legal and institutional framework; 2. To address cross-sectoral interests in water resources through integrated and participatory approaches in the planning, development and management of the water resources. 3.To improve the provision of safe water supplies and sanitation facilities in urban and rural areas through a coordinated approach, with long term objective of achieving high coverage of piped borne water supply in the country.4. To ensure stakeholders participate in the management of water resources and in the planning, construction, ownership, operation and maintenance of community based domestic water supply schemes in rural areas. 5. To put in place implementation strategies for sustainable development and management of water resources in the gradual changing role of the Government from a major service provider to that of coordinator, policy maker and guidelines formulator.
The document promotes to improve knowledge about and management of water resources to meet the needs of the environment, and to develop an institutional framework that addresses fundamental human needs, ecosystems, conservation and promote local participation in the management of the water resources.
Providing access to water and sanitation is a necessary precondition to reducing poverty, including rural areas. Primary Objectives for Water Supply Division include: to develop a comprehensive framework for management of water resources and sustainable development of water supply and sanitation services within an effective legal and institutional framework; to address cross-sectoral interests in water resources through integrated and participatory approaches in the planning, development and management of the water resources; to improve the provision of safe water supplies and sanitation facilities in urban and rural areas through a coordinated approach, with long term objective of achieving high coverage of piped borne water supply in the country; To ensure stakeholders participate in the management of water resources and in the planning, construction, ownership, operation and maintenance of community based domestic water supply schemes in rural areas; etc. To achieve the objectives, strategies are identified, which include: identify water supply schemes that are community based and are demand-driven; motivate communities to fully and effectively participate in planning and managing their water schemes; motivate communities to fully and effectively participate in planning and managing their water schemes; establish WASH Committees that are Gender balanced; etc. Provincial water companies will focus on strategic components such as sustainable provision of and access to potable water in rural communities, community participation and ownership, participation of women.
In order to enable more inclusive agricultural and food systems, the document proposes to carryout research on alternative water supply technologies, especially including the development of appropriate technology for rural water supply, to establish WASH standards and best practices, and to provide support to enforce water quality, quantity and pollution control.
As for the Governance, a WASH Inter- Ministerial Committee will be established , to provide support to WASH for Supervision, Coordination & Monitoring.
