Abstract
This Malaria Control Strategic Plan moves from the consideration that malaria represents a serious public health challenge causing immense morbidity and mortality, reducing consequently socio-economic development and leading to poverty. Therefore, this Strategic Plan focuses on universal coverage access of malaria control interventions and calls for scaling up of these interventions. The vision of the Strategic Plan is to ensure access to malaria control interventions for all, in order to allow every Sierra Leonean the right to access highly effective malaria preventative and curative services delivered through a functional resilient national health system. The mission of the Strategic Plan is to direct and coordinate efforts towards a malaria-free Sierra Leone through effective partnerships. The Goal of the Strategic Plan is the reduction of malaria morbidity and mortality by at least 40% compared with 2015. In order to achieve this goal, the Strategic Plan defines the following objectives: ensuring all suspected malaria cases access to confirmatory diagnosis and to effective treatment; providing access to 100% of the population at risk with preventive measures by 2017 and protecting at least 80 % of pregnant women and children by 2020; providing knowledge to the population, in order to empower and encourage communities to demand for malaria prevention and treatment measures; achieving, by 2020, at least 95% of health facilities reporting routinely on malaria programme performance; maintaining and strengthening capacity for programme management, coordination and partnership to achieve malaria programme performance at all levels.
