Abstract
This Strategy aims at realising reforms and interventions in order to promote trade with the United States under the the African Growth and Opportunity Act (AGOA), and thus it identifies the following priority sectors: agriculture and agri-business, fishery and textile. Consequently, the main objectives of this Strategy focus on: the development of the productivity of the priority products, in order to increase export to the United States; strengthening governmental support, interventions and reforms, in order to take advantage of AGOA; substantial increase of American investment in Sierra Leone; promotion of strong engagement between American small and medium scale enterprises (SMEs) and the Sierra Leone private sector. The Strategy identifies the following priority products, as they meet America minimum standards: cashew, cocoa, processed cassava, ginger, palm oil, fish products, smoked and dried fish, natural honey. The Strategy is structured as follows: definition of a trade Policy and a regulatory framework; supply-side production constraints; market access and mechanisms to export to the United States; Foreign Direct Investment; issues concerning fisheries, including: control of illegal, unreported and unregulated (IUU) fishing; issuance of fishing licences; supervision of foreign fishing; landing of the fish catch.
