Abstract
This Sierra Leone’s Medium-Term National Development Plan (MTNDP) 2024–2030 is Sierra Leone's strategic roadmap to achieve sustainable development and align with international frameworks like the UN Sustainable Development Goals (SDGs), AU Agenda 2063, and ECOWAS Vision 2050. The Plan focuses on addressing key challenges such as food security, human capital development, and job creation, with the ultimate goal of transforming Sierra Leone into an inclusive, green, middle-income country by 2039.
The Plan focuses on five key areas, termed the "Big Five Game Changers": 1. Feed Salone: Aims to achieve food security and reduce poverty by boosting agricultural productivity, sustainable fisheries, and nutrition. 2. Human Capital Development: Focuses on education, healthcare, gender equality, sanitation, and social protection to build a skilled and healthy workforce. 3. Youth Employment Scheme: Seeks to create 500,000 jobs for youth by 2030, addressing unemployment through skills development and economic opportunities. 4. Infrastructure, Technology, and Innovation: Invests in energy, transportation, digitalization, and technological advancements to support economic growth and public services. 5.Transforming Public Service Architecture: Improves governance, efficiency, and accountability in public administration to enhance service delivery. Goals for 2030 include: 1. Achieve food security and reduce malnutrition. 2. Build a skilled, inclusive, and gender-sensitive workforce. 3. Create sustainable job opportunities for youth. 4. Expand energy access, transportation networks, and digital services. 5. Establish an efficient and professional public service system.
To achieve the Big Five goals, the Plan identifies five enabling pillars: 1. Economic Diversification: Promote tourism, strengthen trade, and encourage private sector development; Add value to natural resources and improve financial inclusion. 2. Governance and Accountability: Strengthen political institutions, reduce corruption, and improve justice systems; Enhance decentralization and foster trust in public institutions. 3. Climate Resilience and Environmental Action: Focus on forestry, wetland conservation, renewable energy, and disaster preparedness; Promote sustainable practices to combat climate change. 4. Gender Mainstreaming: Close gender gaps in education, health, employment, and governance. Address gender-based violence and empower women in decision-making roles. 5. Financing and Risk Management: Mobilize resources through innovative financing and external partnerships; Implement an integrated financing strategy and manage economic risks effectively.
