Abstract
The Decree Law allocates to the Health and Social Secretary of the State the power to promulgate the state of emergency order. The adoption has to be made by order of the Congress of State, but when this is not possible due to the emergency, the Social Secretary of the State can do it and report to the Congress of State on the next meeting.
