Abstract
The DL is organised in III Headings (General Disposition, Private Sector and Public Sector) and 23 Articles and lays down miscellaneous measures to contain and manage COVID-19 emergency. The DL abrogates DL No. 51 and the effects produced when conflicting cease to have effect.
Heading I, General Disposition: Art. 1 lists containment measures that limit movement of individuals and regulates educational, recreational, and other activities in different public settings such as hospitals or tribunals; Art. 2 lays down urgent measures related to specific economic sectors; Art. 3 is on information and prevention measures; Art. 4 lays down the discipline for requisition of property, Art. 5 establishes temporary Social Security Institute economic allowances for pregnancy. Under Art. 2 all the retail commercial activists continue to be suspended exception made for those listed under Annex II and the activities connected to their supply chain (supermarket, food retails, petrol stations and other fuel retailers, and any commercial activity that relies on online/television/by post system of business); all food retail activities (restaurants, restaurant, bar and pub) including takeaway as well continue to be suspended; home delivery services is now allowed from 7am to 10pm in respect of what establish by Regulation of the Institute for Social Security of San Marino; catering is and the use of vending machine is now allowed; the public transport service continue to be suspended exception made for the public transport service provided on the basis of International Agreements.
Heading II Private Sector, Art. 6 contains specific measures relating to the productive, professional and artisanal sectors that further and in a more detailed way from previous DL encourage employees in reducing the number of presences at the office by facilitating working from home system, and to respect sanitation measures. Art. 7 extends the discipline in support of businesses establishing extraordinary measures for Cassa Integrazione Guadagni (wage guarantee fund). Art. 8 again concerns the travel sector.
Heading III, Public Sector, Artt. 9 -23 confirm extension of suspend terms and deadlines for tax payments, payment of social contributions, utility charges; extend measures that grants continuity of and access to essential services, and other measures for public employees.
