Regulation no. 12 of 29 March 2024: Environmental and technical qualification of recovered (milled) bituminous conglomerate from the demolition of road pavements.

This Regulation defines the environmental requirements to be met so that the bituminous conglomerate resulting from the demolition of road pavements, considered waste pursuant to Delegated Decree 27 April 2012 n. 44 and subsequent amendments, assumes the qualification of recovered bituminous conglomerate, as well as the criteria for managing it effectively and efficiently. The technical requirements necessary for the use of bituminous conglomerate are also defined recovery in building and civil engineering works for: a) reuse on site; b) use as a constituent material of hot and cold bituminous conglomerates (integrating the European standard EN 13108-8); c) production of recycled aggregates. The Regulation is supported by principles of circular economy and applies to all flooring demolition interventions bituminous conglomerate for road infrastructures, of any type and size, carried out on San Marino territory. Heading II defines origin, production and uses of the bituminous conglomerate to be recovered. Heading III regulates the technical and environmental impact assessment procedure, such as recommended methods to carrying out EIA, requirements and sampling, green certification. Details of the established requirements are contained under Annex A; the verification of compliance with the requirements set out in Annex A is carried out by the Office Environmental Prevention and Territorial Surveillance (hereinafter briefly UPAV) on the basis of documentation produced by the interested party containing the results of the tests obtained from a certified laboratory. The sampling methods differs depending on the cases referred to in Article 6, as reported in Attachment B. Heading IV concerns transport and sanctions.
