Abstract
The National Agricultural Extension Policy (NAEP) aims to strengthen and modernize Somalia’s agricultural sector by establishing a coherent, inclusive, and effective agricultural extension and advisory services system. Its primary objective is to improve agricultural productivity, food security, and rural livelihoods by ensuring that farmers have timely access to relevant knowledge, innovations, technologies, and market information. The Policy seeks to transition from fragmented and donor‑driven extension approaches to a harmonized, decentralized, and pluralistic system that aligns extension services with national development priorities and farmers’ needs. More specifically, the Policy focuses on strengthening institutional capacity; rehabilitating and expanding agricultural extension advisory centers; and enhancing linkages between research, education, and extension systems. It promotes climate‑smart and sustainable agricultural practices, encourages the adoption of digital and ICT‑based extension tools, and supports public‑private partnerships to broaden outreach and efficiency. By empowering farmers—particularly youth and women—through training, innovation, and improved access to services and inputs, the Policy aims to build resilient farming communities and contribute to long‑term economic growth and poverty reduction in Somalia.
