Abstract
The Agriculture Transformation Strategy (ATS) of Somalia establishes a national policy framework for the transformation of the agricultural sector with the objective of enhancing productivity, strengthening food security, and promoting inclusive economic growth. It recognises agriculture as a central pillar of the national economy and addresses systemic constraints such as weak infrastructure, limited access to inputs and markets, climate variability, and fragmented institutional arrangements. The Strategy sets out a series of strategic objectives aimed at modernising the agri‑food system through increased production and productivity, the development of agricultural value chains, and the promotion of climate‑resilient and sustainable agricultural practices. It places particular emphasis on strengthening priority value chains, improving access to finance, inputs and extension services for farmers, and enhancing market integration to reduce post‑harvest losses and improve competitiveness. The document further promotes investment in irrigation infrastructure, research systems, and climate‑smart technologies to address environmental challenges and improve resilience to droughts and floods. In addition, it seeks to support agribusiness development, private sector participation and employment creation, particularly for youth and rural populations.
