Abstract
The main purpose of this Act is regulate hygienic practices in primary production, handling, processing and distributing of milk and milk products. It seeks to protect the consumer from potential health hazards caused by transmission of pathogenic agents from animals, through contaminated milk and pathogens through dilution of milk and addition of other substances. The Law code also requires that all those involved in, their agents and/or premises for production or handling of milk for sale be registered to facilitate traceability of the product, vehicle, agent, for ease of enforcement of the relevant milk and milk products standards.
The Law shall apply to raw, processed milk, and milk products consumed in Somaliland. Standards are set for water used in production, deposit of waste resulting from production, hygiene of feed stuff and use of veterinary drugs, production of raw milk, transportation, storage, etc.
The Somaliland Dairy Board is established as a body corporate. The members of the Board shall be a mix of public officers and sector representatives. The Board shall, among other things, promote hygienic practices and control in the industry and formulate a dairy development policy proposal to be submitted to the Minister. The Board shall have regulation-making powers as prescribed. The Board representatives shall at least once in every year convene a meeting ("regional meeting") of the registered producers in each region into which Somaliland may, for this purpose, be divided by the Board. Producers, collectors (distributors), transporters, and retailers shall register with the Board. general regulation-making power lies with the Minister of Livestock.

The provisions of this Act and of any regulations made thereunder shall be in addition to and not in derogation of the provisions of any written law relating to public health for the time being in force.
