Abstract
The National Development Plan is an instrument with a multi-sectoral approach whose vision for Somalia is a sovereign people working together to lay the foundation of future growth. The Plan is composed of eleven Chapters, as follows: (I) Background and introduction; (II) Consolidating peace, inclusive politics, security and rule of law; (III) Poverty in Somalia; (IV) Somalia medium term fiscal strategy; (V) Economic development (this Chapter includes measures on agriculture, livestock, fisheries, hydrocarbon and mineral sector); (VI) Building effective and efficient institutions; (VII) Social and human development (health, nutrition, education, water sanitation, labour and employment, gender and children’s rights); (VIII) Infrastructure; (IX) Building resilience capacity; (X) Spatial development and perspectives in Somalia; (XI) Effective plan management, implementation, monitoring and reporting.
The Plan aims to eliminate hunger, food insecurity and malnutrition. Reduction in malnutrition rates is among the policy priorities. The objective is to improve access and scale up the delivery of essential nutrition services with a focus on children, women and other vulnerable groups and strengthen the national and local capacity to deliver evidence-based and cost-effective nutrition interventions.
Further the Plan aims to make agriculture, forestry and fisheries more productive and sustainable. Chapter V outlines the measures and actions to promote economic development. Specific measures regard the agricultural sector (Chapter 5.3), the fisheries sector (Chapter 5.4), the livestock sector (Chapter 5.5).
Reducing poverty (including poverty in rural areas) is among the specific objectives. The Plan aims to ensure and increase availability and accessibility of quality of basic education, health, water and sanitation services. Chapter III describes the current context of poverty in Somalia and sets out a strategy to alleviate poverty.
Increasing employment opportunities and decent work, particularly for the youth, is among the policy priorities.
Regarding resilience of livelihoods to disasters, one of the priorities of the Plan is to have more resilient communities that can withstand internal and external shocks, including cyclical droughts and other natural disasters through integrated approaches towards risk management and development (see Chapter IX).
In the field of governance, Chapter 2 is devoted to consolidating peace, inclusive politics, security and rule of law. Regarding the latter, the objective is to ensure the implementation of a solid rule of law engagement in society.
