Abstract
The National Investment Promotion Strategy of Somalia (2020) establishes a policy framework aimed at enhancing domestic and foreign investment as a driver of economic growth, employment generation and structural transformation. It is conceived as a national instrument to improve the investment climate by addressing institutional, legal and infrastructural constraints that hinder private sector development. The Strategy situates investment promotion within broader national development objectives, recognising the central role of private capital in rebuilding the economy and facilitating sustainable development. It identifies key barriers to investment, including weak regulatory frameworks, limited access to finance, inadequate infrastructure and security challenges, and outlines measures to create a more stable, transparent and predictable business environment. The Strategy defines strategic priorities focused on strengthening governance and institutional capacity, improving the legal and regulatory framework for investment, and enhancing the efficiency of investment promotion institutions. It promotes the development of targeted sectoral opportunities, including agriculture, fisheries, energy and infrastructure, with the objective of diversifying the economy and increasing value addition. The document further provides for the facilitation of investment through streamlined administrative procedures, improved investor services and the establishment of mechanisms to support public‑private partnerships. It also emphasises the importance of aligning investment policy with international standards and regional integration frameworks in order to attract foreign direct investment and improve competitiveness.
