Abstract
This Somalia National Water Resource Strategy 2021- 2025 (NWRS) provides a strategies, objectives, and actions for the water sector for the 2021- 2025 period. Under the NWRS, there are three Strategic Goals for this first edition that provides the basis for future water sector developments: Goal 1: Establishing a Functional Water Sector Governance Framework - Provides the strategic approach and actions towards strengthening water sector governance; Goal 2: Operationalising Integrated Water Resources Management – Provides the strategic approach and actions towards improved and integrated water resource management as a basis for ensuring sustainable water resource development and the provision of sanitation services. Goal 3: Improving the Provision of Priority Water Services – Provides the strategic approach and actions to guide the development of water resources to realise improvements in the various services. Twenty sub-strategies will collectively realise the three Goals. One of these sub-strategies is about transboundary basin management. Key principles underpinning the Strategy are about, among other things, access to justice, gender and equity, good governance and environmental sustainability.
Sub-strategies set out guiding principles and strategic objectives. These are about, among other things, water sector governance (including improved legislation and institutional frameworks), understanding of water resources in transboundary basins/aquifers, principles for transboundary water resource management & cooperation, stakeholder participation, prevention and resolution of conflict, integrated planning, climate adaptation, mitigation and recovery, development of a water permitting system and a compliance monitoring and enforcement (CME) strategy, improvement of water quality management, monitoring and information management, planning and developing water sector infrastructure, water security for irrigation and agriculture, water security for livestock and wildlife, provision of water and sanitation services, management of prioritised ecosystems and ecological infrastructure.
The Strategy also sets out core considerations for implementation and sets out an implementation approach. A NWRS Roadmap has been developed. Progress on implementation will be assessed after five years. Providing strategic and technical support to the Federal Member States with be a key role for the Ministry of Energy and Water Resources.
