Procedural Regulation on Ministries and Agencies Lr.01/2018.

This Regulation consisting of 34 articles aims at (i) redefining the structure, powers, and functions of government ministries and agencies; (ii) preventing inequality and fragmentation in the work of government agencies, as well as preventing the overlap of their responsibilities and duties by harmonizing the responsibilities and functions of the ministries in a manageable manner based on the scope of work of Ministries and Agencies; (iii) establishing ministries, and defining the responsibilities and duties of each ministry, to provide efficient and effective services to the community.
The Regulation establishes among other things that (i) the two former Ministries of Livestock and Fisheries have been merged into the new Ministry of Livestock and Fisheries Development (art. 5); (ii) some private agencies have been included in Ministries and article 6 lists them in detail; (iii) powers and functions of the Ministry of Agricultural Development are dealt with in article 17; (iv) powers and functions of the Ministry of Livestock and Fisheries Development are dealt with in article 21; (v) powers and functions of the Ministry of Environment and Rural Development are dealt with in article 22; (vi) powers and functions of the Ministry of Water Development are dealt with in article 23; (vii) powers and functions of the Ministry of Minerals and Energy are dealt with in article 23.
