Abstract
The Somalia’s Second Phase Health Sector Strategic Plan for 2017-2021' vision is to improve population health through equitable provision of quality health and nutrition services, with particular attention to women, children and vulnerable groups, while advancing progress towards universal health coverage and the health-related Sustainable Development Goals. The Plan identifies nine strategic priority areas: health service delivery, human resources for health, leadership and governance, medicines and health technologies, health information systems, health financing, health infrastructure, emergency preparedness and response, and social determinants of health. It proposes expanding the Essential Package of Health Services nationwide, strengthening disease prevention and control, improving maternal and child health, increasing immunisation coverage, enhancing nutrition interventions, developing a qualified and equitably distributed health workforce, establishing regulatory and governance frameworks, improving pharmaceutical supply systems, and strengthening health information, monitoring and surveillance capacities. The Plan emphasises sustainable financing, greater government stewardship, partnership with development actors and the private sector, strengthened emergency preparedness for disasters and disease outbreaks, and cross-sectoral action on determinants such as water, sanitation, education and environmental health. It also establishes measurable targets for reductions in mortality, malnutrition and communicable diseases, alongside improvements in service coverage, workforce capacity, infrastructure, health information systems and access to safe water and sanitation.
