The Somali National Fertilizer Policy seeks to enhance agricultural productivity, food security, and rural incomes by promoting increased, safe, and sustainable access to and use of fertilizers across Somalia. Its primary objective is to establish an enabling business and regulatory environment that supports a competitive and efficient fertilizer supply chain, from importation and distribution to farm‑level use. By addressing long‑standing regulatory gaps and market fragmentation, the Policy aims to improve the quality, affordability, and availability of fertilizers, while protecting farmers, consumers, public safety, and the environment from risks associated with counterfeit, substandard, or unsafe fertilizer products. More specifically, the Policy aims to strengthen the capacity of both suppliers and farmers through appropriate incentives, awareness‑raising, and training to encourage responsible fertilizer trade and use. It promotes balanced fertilization, good agricultural practices, soil testing, and integration with complementary technologies such as improved seeds, irrigation, and soil conservation. The Policy further seeks to build a flexible regulatory and monitoring system aligned with regional and international standards, supported by research, extension services, and public‑private partnerships. Through these objectives, the Policy intends to restore soil fertility, boost crop yields, and contribute to sustainable agricultural development and economic growth in Somalia.
