Abstract
The Somali National Irrigation Policy establishes a national policy framework to guide the development, management and rehabilitation of irrigation systems in Somalia. The overall goal of the National Irrigation Policy is to contribute to sustainable national economic growth and development through enhanced irrigated agricultural production and productivity. The policy defines objectives and outcomes, priorities and targeted areas. These priorities include strengthening institutional capacity across federal and state levels, rehabilitating and expanding irrigation infrastructure, and promoting sustainable irrigation practices and management systems. It further emphasises the importance of improved research, information systems and knowledge management to support evidence based decision making, as well as the integration of irrigation development within broader agricultural and water resource management frameworks. The implementation framework establishes roles and responsibilities for national institutions, federal member states and the private sector, reflecting a decentralised governance approach to irrigation development. The Policy also promotes partnership based implementation, enhance accountability and ensure adaptive management of irrigation schemes over time.
