Abstract
The Somalia’s National Adaptation Plan (NAP) Framework (NAP Framework) (2022) outlines the country's strategy, priorities, and actions for adapting to climate change. The document begins by discussing the importance of adaptation planning in Somalia, given its vulnerability to climate change and extreme weather events. It highlights the need to integrate climate change adaptation into national policies, plans, and strategies to build resilience and protect livelihoods. The NAP Framework then presents the key elements of the adaptation planning process in Somalia. It outlines the institutional arrangements and stakeholders involved in the development and implementation of the NAP. It emphasizes the importance of coordination, capacity building, and stakeholder engagement to ensure effective adaptation efforts. The framework identifies the main sectors affected by climate change in Somalia, such as agriculture, water resources, health, and coastal areas. It presents an assessment of the current and future climate risks in these sectors and identifies priority areas for adaptation actions. Specifically, the NAP process aims to define medium- and long-term climate adaptation actions and initiatives for implementation by state and non-state actors; facilitate the integration of climate change adaptation, in a coherent manner, into development planning processes and strategies, within all relevant sectors and at different levels; enhance the coordination of climate change adaptation in the country; and promote the mobilization of resources to respond to Somalia’s climate change adaptation needs.
Guiding principles for the NAP process are: gender -sensitive, participatory, inclusive, transparent, conflict - sensitive, etc.
