Abstract
Somalia’s Third Generation Nationally Determined Contribution (NDC 3.0) outlines the country’s climate strategy for 2025–2035, reflecting its highest possible ambition under the Paris Agreement. The NDC targets a 34% reduction in greenhouse gas emissions relative to business-as-usual by 2035, comprising 29% conditional on international support and 5% unconditional through domestic resources. Mitigation efforts prioritize agriculture, land use and forestry, energy, transport, and waste sectors, with nature-based solutions central to reducing emissions. Adaptation remains the core focus due to Somalia’s extreme vulnerability and will absorb most domestic resources. Planned investments target climate-resilient agriculture, water resource management, health systems, and infrastructure, alongside gender-responsive and conflict-sensitive measures. The NDC integrates climate action with peacebuilding and social equity, emphasizing inclusion of women, youth, and persons with disabilities. It promotes just transition principles through green job creation, vocational training, and social protection. Financing strategies rely on international climate funds, carbon markets under Article 6, and innovative instruments such as green bonds and diaspora contributions. Governance is anchored in the Ministry of Environment and Climate Change, supported by inter-ministerial coordination and whole-of-society engagement.
