Abstract
The Somaliland National Vision is a national policy with a multi-sectoral approach. The policy aims at achieving the national development by 2030. To this end, the five key pillars of this policy are: economic development, infrastructure development, governance and rule of law, social development, and environmental protection.
The agricultural sector, including livestock and fisheries, will be developed to raise the standard of living of the majority and ensure food security for the nation.
The protection of water resources, land and mineral resources, coastal and marine resources, forests and woodlands, biodiversity and wildlife will be strengthened in an environmentally sustainable manner. A master plan will be developed for a national water conservation and development program in order to provide adequate freshwater at all times through conservation and sustainable management of its surface and groundwater. Appropriate land use and environmental protection laws will be enforced, and land management programs will be introduced to stabilize and reverse the process of desertification. In order to protect the marine environment and conserve its biodiversity, marine reserves and protected areas will be established, fishing regulations will be strengthened, marine resources will be monitored in a regular basis and necessary measures will be taken to ensure its sustainability. Forestry management and conservation will be strengthened by designating these areas as national parks, introducing strict laws to regulate charcoal production, and initiating community-based reforestation programs. National flora and fauna will be conserved and managed for current and future generations by establishing national reserves and game parks to allow surviving species to flourish and even reintroduce extinct ones.
In order to reduce poverty and create employment, macroeconomic, trade and investment policies will be implemented. Public spending for vital services, such as health, education and water will be prioritized. Financial services will be provided to primary producers, industrialists, and households. Agricultural production will be transformed by investing in research and extension. Furthermore, the participation of civil society in the decision-making process will be assured through a decentralized system to enable local communities to decide on issues that affect them most. Social protection will be strengthened by addressing education, health care, housing, culture and religious values and sports. Health care coverage and quality care will be expanded for all, especially in rural areas, to enable people to improve their education, increase their productivity and raise their incomes. In addition, measures will be taken to encourage the traditional support structures and also to mainstream sustainable social protection programs.
Infrastructure will be developed for increasing agricultural productivity, industrial production, natural resources development, capital investment, private sector growth, human resources development, and poverty reduction. Water works and distribution systems will be developed, and private sector investments will be attracted in water development and supply to improve the access to clean water. Moreover, sanitation facilities and waste management systems will be developed in urban as well rural areas, using different investment modalities, including public private partnership, to prevent diseases that originate from contaminated water.
