Abstract
This National Implementation Plan (NIP) updated describes the background of the Persistent Organic Pollutants (POPs) issues in Suriname and the current situation of the POPs substances; and it details all the strategies and actions undertaken by the country to meet all the obligations of the 2001 Stockholm Convention on POPs, in order to eliminate or reduce POPs-releases and carry out environmentally-sound management of stockpiles of POPs contaminated wastes and contaminated sites that pose high risks to human health and the environment. Specifically, the NIP provides for: setting out actions for the reduction of the presence of POPs; proposing targeted measures for the POPs management and their elimination from the environment; informing the Conference of Parties and the Surinamese community about national initiatives and projects designed to meet the requirements of the Convention. This NIP is structured as follows: Chapter 1 provides an overview of the aims and goals of the NIP, as well as the process for its development; chapter 2 outlines Suriname’s demographic, political and economic status and it gives basic information on the assessment of POPs issues in the country and on implementation status; chapter 3 presents an overview of recommended activities, implementation strategies, action plans and respective activities, capacity building proposals, resource requirements.
Concerning targeted measures, strategies and actions, this NIP concerns programmes on Integrated Pest Management (IPM), and incentives to promote organic farming and reduce the use of pesticides; restriction on the use of insecticides against malaria and other diseases; unintentionally produced POPs from open waste and private waste burning; improvement of alternatives to pesticides in compliance with Sustainable Development Goals for sustainable agricultural production; measures for reducing emissions; measures for reducing food and water contamination, and elimination of residues; reduction of import, export, use and waste disposal of highly hazardous pesticides; measures for improving integrated pollution prevention and control; appropriate measures for handling and management of waste; identification of POPs contaminated sites; facilitating information exchange and stakeholder participation, and public awareness on the matter; introduction of waste hierarchy for reducing unintentionally formed POPs from open burning.
