Abstract
This second Nationally Determined Contribution has been developed by the Government of Suriname under the Paris Agreement and in line with the priorities uotlined in the Policy Development Plan 2017-2021 that emphasizes the need for the national economy diversification. The present NDC includes sectoral policies and measures covering an estimated 70% of emissions from the following sectors (i) forests; (ii) energy, with a considerable reduction of emissions together with an incremeted use of renewable energy resources; (iii) agriculture; and (iv) transport by introducing vehicle emissions controls and tighten import to vehicles less than five years old. Sectoral sub-targets, complemented by a portfolio of projects that contribute significantly to meeting the contributions of the NDC objectives are also included.
The document deals with both mitigation and adaptation measures to be implemented in a 10-year period by 2030.
To make agriculture more productive and sustainable, main actions will (i) enhance a high forest cover and low deforestation (HFLD) country committed to maintaining 93% forest cover; (ii) continue to implementing a major REDD+ strategy with the aim of attracting and guiding the allocation of international and national funding; (iii) increase the percentage of forests and wetlands under protection to at least 17% of the terrestrial area; (iv) strengthen agricultural research; and (v) introduce more permanent agricultural systems to replace traditional shifting cultivation methods.
In order to increase the resiliince of livelihoods to disasters, the document promotes (i) upgrading the drainage system and flood protection; and (ii) the alignment of its climate change adaptation objectives with those of the NAP focusing on the most vulnerable and highly impacted sectors.
