Abstract
This Updated National Biodiversity Strategy and Action Plan moves from the consideration that the country has intensified its natural resource-based economy, with increasing gold mining, timber extraction and fisheries management. Therefore, this Strategy and Action Plan aims at strengthening the interdependency between society, economy and biodiversity, focusing on: the integration of biodiversity issues in national planning and policies, the improvement of a monitoring system, the gender mainstreaming, and the overcoming of degradation of habitats and natural areas. This updated Strategy and Action Plan is set within a 10-year framework: 2024-2035, consisting of four strategic pathways which are in turn elaborated through specific targets: 1) conservation of biodiversity; 2) sustainable use of biodiversity; 3) fair and equitable sharing of benefits from the use of genetic resources and traditional knowledge; 4) mainstreaming and implementation. The Strategy and Action Plan defines the following relevant terms: access and benefit sharing; biophysical environment; climate change; management of protected areas; ecosystem conservation; free, prior and informed consent; greenhouse gases; genetic diversity; human rights based approach; habitat protection; invasive species; overexploitation; sustainable use; traditional knowledge.
In coherence with the nationally determined climate contributions and the UN sustainable development goals, this Updated National Biodiversity Strategy and Action Plan's vision is: to conserve the country's diverse natural and cultural heritage, including traditional knowledge, for present and future generations, by protecting, sustainably using and restoring Suriname’s biodiversity in all sectors on land and in sea, and enhancing benefits from healthy ecosystems for all of society. For each of the pathways set out, the Action Plan formulates the following strategic targets, with related implementing actions: protection of endangered species; reducing risks of invasive species; implementing sound marine and land spatial planning and zoning; reducing environmental pollution; integrating ecosystem services and nature-based solutions; increasing sustainable land- and sea use practices; strengthening legal recognition of indigenous and tribal peoples knowledge and rights; protection of traditional knowledge; fair and equitable benefit sharing mechanisms; improving education and awareness, scientific research and data collection; improving climate change and biodiversity synergies.
