Abstract
This Comprehensive Migration Policy (CMP) is a nationwide sectoral document designed to achieve several key objectives (i) facilitating coordination among government agencies in managing migration in alignment with regional and international policies; (ii) ensuring security, stability, and harnessing the socio-economic advantages of migration for the Republic of South Sudan; (iii) establishing or improving policies and institutions to manage migration within the country; (iv) upholding a rights-based approach rooted in the Transitional Constitution of the Republic of South Sudan, which guarantees the freedom of movement and residence choice for every South Sudanese citizen. The policy focuses on four main objectives (1) developing a comprehensive framework for border management and free movement governance, enhancing mobility governance, border management, and cross-border cooperation; (2) promoting regular labor migration for socio-economic development, addressing irregular labor migration and labor market gaps through legal immigration, together with the building of a labour market information system for the production, storage and dissemination of key labour market information in line with international standards; (3) managing forced migration and providing support to victims of forced migration and distressed migrants. This includes promoting solutions for refugees and supporting the social and economic reintegration of forced migrants; (4) promoting migration and development in South Sudan, leveraging the development benefits of remittances and facilitating the reintegration of returning labor migrants. This policy covers all aspects of migration governance and border management in South Sudan, encompassing free movement, humanitarian migration, and irregular migration. The target groups include irregular migrants, foreign workers (including those working irregularly), South Sudanese migrants seeking work abroad, South Sudanese migrants living abroad (including diasporas), and return migrants.
