Abstract
South Sudan Health Sector Development Plan 2012-2016 is a sectoral national policy with a mission to improve the health status of the population and provide quality health care to all the people of South Sudan, especially the most vulnerable women and children. The strategic programmatic approach includes three objectives: a) To increase the utilisation and quality of health services, with emphasis on maternal and child health; b)To scale up health promotion and protection interventions so as to empower communities to take charge of their health; and 3) To strengthen institutional functioning including governance and health system effectiveness, efficiency and equity.
To implement the first objective and also improve population health and nutrition the utilized strategies will focus on improving health services delivery and access, enhancing Human Resources for Health production, performance and productivity, and ensuring equitable access to quality pharmaceuticals & medical products.
Strategies envisaged under the second objective include establishing and scaling up community based health initiatives through encouraging individual, family and community responsibility for health, improving community involvement in health services delivery, and strengthening linkages between facility based health services and communities.
While the strategies under the third objective focus on strengthening the health information system, as well as monitoring and evaluation of the health sector through the development of an evidence-based culture throughout the Ministry by strengthening health policy making, planning, monitoring & evaluation.
Regarding governance, implementation of the policy will require the Ministry of Health, the State Ministry of Health as well as key stakeholders to develop detailed, costed annual operational plans. At state level, annual implementation plans will be prepared with technical guidance from the State Budget Planning Committees with inputs from the CHDs, payams and health facilities.The outcomes will be measured through routine information systems (IDSR and HMIS) and periodic household and health surveys. Other methods of measuring sector performance include sentinel surveillance, specialised surveys such as the South Sudan Malaria Indicator Survey (SSMIS), health facility assessments and mapping.
