Southern Sudan Electricity Corporation Act 2011.

This Act consisting of 39 articles aims to establish and provide for the governance of the Southern Sudan Electricity Corporation, responsible for the expansion, management, and operation of the Southern Sudan electricity grid comprising generation and transmission network and sale in bulk of quality, reliable and cost-effective electricity to electricity distributors within the country. Article 6 establishes the Electricity Corporation with the following main tasks (i) develop medium- and long-term electric power generation and transmission plans to ensure reliable and affordable electricity service for the major population centers; (ii) the efficient and effective development, operation, and maintenance of power generation and transmission systems; (iii) achieve financial performance targets as established by the Board. The Corporation shall undertake and exercise the following functions and powers (ii) Generation, Transmission, and Bulk Supply: generate electrical energy, transmit it, and sell in bulk to Electricity Distributors under Bulk Supply Agreements approved by the Authority; (ii) Employment: recruit and employ competent staff in accordance with this Act and the Civil Service Act; (iii) Training and Capacity Building: establish training and capacity-building centers for the Corporation’s staff and Electricity Distributors; (iv) Training Services: provide training and capacity-building services to electric utility personnel and contractors, who shall reimburse the Corporation for associated costs; (v) Electricity Procurement: purchase electricity from Independent Power Producers, transform it, and transmit it for sale to Electricity Distributors; (vi) Regional Interconnection: promote electricity interconnection with neighboring countries; (vii) Infrastructure Development: plan, design, construct, and operate power plants and networks; (viii) Contracts and Procurement: enter into contracts in compliance with procurement laws and regulations. The Corporation is governed by a Board, appointed by the President upon the Minister's recommendation, and an Executive Management team. The Board is responsible for supervising operations, setting policies, approving budgets, evaluating performance, and overseeing the Corporation’s objectives. The executive management, led by a general manager, is the primary body that implements and handles daily operations.
