Abstract
The purpose of this Act is to provide for the establishment and governance of the Southern Sudan Roads Authority, structures, functions, powers, terms and conditions of service of the employees to enhance the development and Maintenance of the InterState and International Roads in Southern Sudan and any matters or issues related thereto. The Act consists of the following Chapters: I) Preliminary provisions; II) The Southern Sudan Roads Authority; III) Governance of the Authority; IV) Powers of the Authority; V) Financial provisions; VI) Miscellaneous.
Sections from 27 to 32 define the powers of the Authority, which include: acquisition of land; power to enter and survey land; power to enter land to prevent accidents; power to enter and to alter positions of pipes; power to take water. As to the latter, the Authority may, for its purposes, take any water from any natural watercourse, and if the said natural watercourse is regulated by any law and or otherwise, the provision of the water shall be in accordance with the provisions of such law and or with the approval of the Minister responsible for water resources if, such natural water resources is not regulated by any law.
