Abstract
This Climate Change Adaptation Plan for the District of Mé-Zochi 2019-2022 is part of the effort of the Government of the RDSTP, within the framework of the United Nations Framework Convention on Climate Change (UNFCCC), expressed in the Report on Determined National Contribution (NDC) and the Third National Communication, submitted to the UNFCCC Secretariat to face the challenges of climate change. The Plan aims to guide adaptation initiatives in the District, to contribute to better planning and intersectoral coordination between central and local levels.
The Action Plan is prepared according to the following strategic areas: Agriculture (Poverty reduction through food and nutrition security); Sustainable and integrated management of water resources; Stability of forest ecosystems and biodiversity; Sustainable tourism; Education on climate change; Healthy population; Fishing. This Plan lists the activities that can be planned and implemented at the district level, with the involvement of communities and in conjunction with the respective sectoral ministries. However, in the area of adaptation to climate change, there is a series of actions that should be planned and executed at the central level, such as: research on the effects of climate change and adaptation measures and technology, elaboration of sectoral and national plans of adaptation and major infrastructure works (for example in the Port of Neves). The implementation of the Action Plan should take place in close coordination with the various climate change adaptation projects listed in Annex 1.
In addition to the adaptation measures that have been identified with the CVCA, some cross-cutting interventions that are necessary in almost all strategic areas have also been identified. As constraints for adaptation to climate change, the Community Group and ETM, highlighted the low degree of compliance with the country's law and regulations. The lack of compliance is verified, for example, in a high rate of deforestation and illegal fishing and/or with inappropriate means.
