Decree-Law No. 04/2025 creating the Climate and Environmental Fund of São Tomé and Príncipe.

This Decree-Law creates the São Tomé and Príncipe Climate and Environmental Fund (FCA-STP) and establishes competence, composition, operations, and the foundations of its legal framework. The FCA-STP is subject to the guidelines of the Strategic Plan for Sustainable Development, acts within the framework of public policies to fulfill the commitments undertaken by São Tomé and Príncipe under the Paris Agreement and the Global Biodiversity Framework, and is integrated into the country's climate governance system. In particular, the FCA-STP aims to mobilize and accelerate financing for investments with significant climate and environmental impact, such as: promoting the development of the green and blue economy, providing technical and financial support to projects, particularly in the fields of renewable energy, energy efficiency, sustainable agriculture, fisheries and coastal resilience, as well as the transportation and electric mobility sector, which contribute to economic growth with environmental sustainability, etc.
