Abstract
The General Objective of the National Environmental Sanitation Policy (PNSA) is to preserve the environment and improve the quality of life of the population. The specific objectives are: Ensure equitable, sustainable and universal access to the disposal of faecal sludge, by safe management and to promote the improvement of drainage and solid waste treatment solutions; Significantly reduce defecation in the open air for the next five years; Protect and preserve households, schools, health centres, markets, water resources and ecosystems of all kinds of chemicals; Promote the rapid adoption of best hygiene practices by the population; Create a culture of sanitation, hygiene, solid and liquid waste management in strict respect for the natural environment of individuals, communities and public and private entities. On the basis of these objectives and others that form part of the relevant sections of the Sustainable Development Objectives (ODS), a coherent set of objectives and indicators of progress will be established through national planning by competent government institutions (pag. 2428).
These principles and strategies provide the framework for achieving the vision and the national objectives for sanitation in a more effective, efficient, equitable and sustainable way, taking into account the current conditions that will be considered in the preparation of the NSRF. These elements of the PNSA reflect the nation's participation and engagement during the forums and multiple strategies existing worldwide and in the African region (pag. 2428).
Taking into account the extreme risks caused by rising sea levels and changing climate patterns for the nation's prosperity and survival, all programmes and services related to environmental sanitation and climate change should include strategies for natural disaster risk management and consistent investments in its implementation (pag. 2429). It is important to note that environmental sanitation programmes and projects can be part of a wide variety of sectors and activities such as: agriculture, rural development, energy, extractive industries, tourism, decentralization, environment, water supply, public health, education, among others (pag. 2448).
