Abstract
The Fisheries Management Plan (PGP) 2025–2029 aims to ensure the sustainability of demersal and pelagic fish resources, reduce the environmental impacts of fishing activities, and improve the economic viability and social conditions of all actors involved in the fisheries sector. It establishes four overarching strategic objectives: (1) strengthening fisheries governance and institutional capacity; (2) ensuring effective and sustainable management of fishery resources; (3) guaranteeing adequate conservation of the marine and coastal environment; and (4) increasing the contribution of fisheries to national economic and social development. These objectives reflect a commitment to sustainable exploitation, precautionary management, and the application of an ecosystem approach to fisheries. A core pillar of the Plan is the introduction of co‑management, promoting shared decision‑making and joint responsibility between government authorities, fishing communities, associations of fishers and processors, and civil society. The plan outlines the creation and strengthening of Local, District, Regional and National Co‑Management Councils, supported by improved regulatory frameworks, community participation mechanisms, and enhanced monitoring, control and surveillance (MCS). The Plan also prioritizes scientific research, including stock assessment campaigns, improved fisheries data collection, and measures to adapt fishing effort to biological capacity—such as minimum mesh sizes, seasonal closures, and spatial restrictions.
In addition, the PGP sets out actions to reinforce environmental protection, economic diversification, and community resilience. These include formalizing and managing Marine Protected Areas (MPAs), protecting threatened species such as turtles and sharks, and regulating activities that impact coastal ecosystems. At the socio‑economic level, the Plan promotes safer working conditions at sea, the development of ecotourism and alternative livelihoods, improved fishing techniques and onboard conservation, access to micro‑credit, and enhanced training and professionalization of fishers and fish processors. Monitoring and evaluation mechanisms, including mid‑term and final reviews, ensure that the Plan evolves with scientific knowledge and community needs throughout its five‑year implementation period.
