Abstract
This Law approves the Great Options of the Plan for the Economic Year 2021. These Great Options are part of the ongoing economic recovery process, structured in measures and actions oriented towards the implementation and the achievement of the strategic objectives defined for the period 2018-2022. The Great Options of the Plan for the year 2021 are those assumed by the Government, as fundamental pillars of the governmental action, namely: a) Deepening the democratic rule of law; b) Robust economic growth and accelerated job creation; c) Improving the quality of health and social protection; d) Foreign policy at the service of development. The priority areas for intervention are mainly based on activities related to post-Covid 19 recovery, with highlights for transport infrastructures; capturing and distributing water to populations; improving the production, transport and distribution of electricity to the population; improving the quality of the education system at all levels; reform in the justice sector and the improvement of health care.
The Plan aims to invest in complying with the aforementioned Economic Measures to mitigate the effects of Covid-2019 and the “Bamu Ximiá pá non bê kua Kumé” programme was launched. In order to avoid agglomerations of people and the spread of the New Coronavirus, the Ministry of Agriculture, Fisheries and Rural Development (MAPDR) proceeded to decentralize the centers for the sale of food products, starting to be marketed in each district of the country, in a pre-established date. Within the scope of the commitments of the international and regional human rights conventions already ratified by São Tomé and Príncipe, there is an urgent need to implement some measures of public policies, programmes and affirmative actions to guarantee the fulfillment of these commitments, such as: the conclusion and presentation of the report on the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW).
