Abstract
This Law, consisting of 24 articles divided into four Chapters, approves the Legal Regime for the Protection and Defense of Consumers. It defines the functions of the State and Local Authorities, consumer rights and the intervention of Consumer Associations. The Consumer is considered to be anyone to whom goods, services or any rights are transmitted, intended for non-professional use, by a person who carries out an economic activity with a professional nature aimed at obtaining benefits. This Law applies to goods, services and rights provided by any private and public entities, namely commercial companies, associations, groups of companies, cooperatives, bodies of the Public Administration or Local Authorities, public legal persons, public companies, etc. It is incumbent upon the State and Local Authorities to protect the consumer, namely by supporting the constitution and consumer associations, as well as the implementation of the provisions of this Law. Article 9 deals with the right to protection of health and physical safety, by specifying that the supply of goods or provision of services that entail risks incompatible with their use is prohibited, in accordance with a high level of protection of health and physical safety of people.
