Abstract
This National Strategy for the Implementation of the United Nations Framework Convention on Climate Change (SNMO/CCMUCC) aims to integrate the climate change dimension into its economic and social development policy. This Strategy comes after the national communication and completes the information on the follow-up of commitments made. The strategic options described are indicative of the country's desire to integrate the climate change dimension in all sectors of national life. In line with the Rio de Janeiro Conference on UNFCCC, this SNMO presents the country's emission and lists a number of priority actions that the country should undertake as soon as possible.
These first actions focusing on the main vulnerable sectors are: Society as a whole, given the geo-climatic position of the country; The coastal zone, strongly threatened by the extraction of natural materials for building; Forest resources, which are the main source of energy and income and on which there is strong anthropic pressure; Agriculture, in sharp decline, for the lack of a good agricultural policy; The fishery, which resources can be significantly reduced due to anthropic effects and the migration of fish due to the increase in global temperature; etc.
This Strategy aims to: Provide a framework for informing people on climate change; Explore policies and measures to integrate the climate change dimension in the context of sustainable development; Monitor and effectively implement the measures and options taken; Establish an institutional framework (National Climate Change Committee) responsible for coordinating and applying all these policies and measures.
This Strategy takes into account the Climate Change Dimension based on the General Provisions of the United Nations Framework Convention on Climate Change (UNFCCC) through National Development Policies and the application of the following sectoral strategies. Strategy 1: Sustainable Management of Forest Resources; Strategy 2: Development and Promotion of Environmental Issues in Basic Education; Strategy 3: Control of Vector and Waterborne Diseases; Strategy 4: Establishment of an Observatory for the Fight against Poverty; Strategy 5: Rehabilitation and Extension of the Agro-climatic Observation Network; Strategy 6: Deepening Knowledge for the Control of Water Resources; Strategy 7: Strengthening and Diversification of Agricultural Production; Strategy 8: Improvement of the Conditions of the National Fishing and Establishment of a Vigilance of the Coast; Strategy 9: Search for Alternative Solutions to Coastal Erosion Processes and Marine Invasion.
Strategy 4: Establishment of an Observatory of Fighting Against Poverty. The Development objectives are: Promote a framework for monitoring, evaluating and periodically updating the level of poverty. The specific objectives are: Design, develop and determine specific indicators to monitor poverty; Conduct national surveys to periodically know and assess the level of poverty; Monitor all priority activities as part of the National Poverty Reduction Strategy.
