Cooperation Agreement in Commercial Sea Transportation and Ports between Oman and Syria ratified by Legislative Decree No. 8 of 29 January 2006.

This Agreement is composed of 20 articles. Article 1 deals with objectives of this Agreement in particular to: develop economic and commercial relationship between two Countries; regulate and organize sea activities; lay down a unified policy based on the participation and integration of their fleets; develop the sea transportation; coordinate between sea legislations in two Countries; coordinate in sea inspection, guidance, salvaging and rescue as well as in the protection of marine environment against pollution; unify positions in international and regional conferences and meetings; and, cooperate in the exploitation of sea ports. Article 2 gives terms and definitions. Article 3 pertains to scope of application. Articles 4 to 11 deal with the following matters: ship’s nationality and documents taxes and fees for port’s services; crew identification documents; recognized rights of crews holders of identification documents; rights for practising of sea transportation; marine joint investment and exploitation; and, right for representation of sea transportation companies in both Countries. Article 13 specifies measures to be taken in case of sea accidents. Articles 14 provides for dispute settlement on board of ships. Article 15 to 18 addresses the following: sea education and qualification; recognition of degrees and diplomas related to sea activities; sea national legislations; and regional and international relationships. Article 19 decrees the establishment of the Joint Sea Committee for the implementation of this Agreement.
