Abstract
This Law consisting of 25 Articles aims to establish at the Ministry of Electricity a fund to support the use of renewable energies and raise energy efficiency with the following main objectives (i) promoting the adoption of renewable energy sources among energy consumers and striving to enhance energy efficiency; (ii) increasing the share of renewable energy sources to meet targeted percentages; (iii) curtailing the consumption of fuel and electrical energy across key sectors (domestic, industrial, agricultural, commercial, service, etc.); (iv) mitigating the emission of harmful gases into the environment and mitigating climate change impacts; (v) fostering public awareness about the significance of renewable energies, cultivating a culture of their utilization, and emphasizing their role in sustaining energy resources; (vi) generating new employment opportunities for citizens; (vii) facilitating the transfer and localization of renewable energy technology and energy-efficient equipment. The Fund undertakes the following tasks (i) providing support to beneficiaries; (ii) taking measures to implement studies, activities and events to achieve the Fund’s objectives, in cooperation with the National Energy Research Center and other parties. The means of disbursing the Fund’s funds are determined as follows (i) providing support to beneficiaries in the form of interest-free loans and subsidizing interest on loans; (ii) paying the Fund’s expenses.
Pursuant to Articles 9 and 10, the Fund's support for projects related to renewable energy and targeted improvements in energy efficiency, as determined by the Council of Ministers and guided by the Fund's Board of Directors' recommendations, is earmarked for the following sectors (i) Domestic Sector: implementation of thermal insulation in both new and existing buildings, installation of residential solar heaters, deployment of photovoltaic systems, wind turbines, or other applications of renewable energies; (ii) Agricultural Sector: generation of electricity for self-consumption using renewable energy sources, utilization of renewable energies for water pumping, establishment of bio-digesters using plant or animal waste in rural areas; (iii) Industrial Sector: generation of electricity for self-consumption using renewable energy sources, implementation of energy-saving opportunities or efficiency enhancements identified through energy audit studies for the industrial facility where the project will be implemented, production of necessary fuel for the industrial facility's operations from non-traditional sources; (iv) Commercial and Service Sector: generation of electricity from a renewable energy source to meet all or part of its energy needs, implementation of energy-saving opportunities and efficiency enhancements based on energy audit studies.
The Law further elaborates on several aspects, including (i) the prerequisites for securing the Fund's support in project implementation; (ii) approaches for establishing fees to support renewable energies and enhance energy efficiency; (iii) the structure and duties of the governmental bodies overseeing the Fund; and (iv) financial matters related to the Fund.
