Abstract
This Law consisting of 63 articles divided in VI sections aims at ensuring the free practice of trade, preventing monopoly, and protecting the rights of consumers, as well as meeting the needs of consumers, ensuring the quality of available products to protect consumer health and guarantying fair information about products. It establishes, among others, that: sellers respect competition in the markets; prices shall be planned through forming committees for fixing prices in the provinces and imposing controls on merchants to protect consumers against price increases and monopolistic practices; inspectors shall be deployed into the markets to monitor vendors; use of barcodes; will be provided regulation of imports; manufacturers are expected to maintain the quality of their products by adhering to certain standards of production; strict penalties have been adopted to deter the sale of products of poor quality or contaminated. The Law establishes also penalties for incorrect communication, in fact consumers have the right to be informed of the details of a product or service and false advertising or fraud is outlawed. Sanctions against violators are expected to include heavy fines and imprisonment.
