Law No.26 of 2007 regulating the export of plants and agricultural products.

This Law consisting of 44 articles aims at (i) preventing the introduction of regulated pests into the country by regulating the import of plants, plant products and other items in accordance with international standards; (ii) regulating the export of plants, plant products and other things according to the phytosanitary requirements of importing countries based on international standards; (iii) organizing the introduction of beneficial organisms in accordance with the international conventions, in particular the International Plant Protection Convention; and (iv) preventing the spread of quarantine pests from one province to another. Responsible for the application of the Law is the Minister of Agriculture and Agrarian Reform. Inspections and controls are conducted through workers authorized in the plant protection, designated by the Minister, and shall have the status of the judicial officers. In the event of exceptional epidemiological injuries to agricultural and unexpected pests that threaten plant health significantly, the Directorate of Plant Protection at the Ministry of Agriculture and Agrarian Reform takes the immediate measures to eradicate or contain it.
Every person entering the Syrian Arab Republic with plants, plant products, beneficial organisms or regulated substances shall declare such items at the Customs Center at the point of entry (art.22). No shipment of plants, plant products, beneficial organisms or regulated items shall be allowed into the country except under an import authorization and phytosanitary certificate issued by the local plant protection organization in the exporting country (art.25). Transshipment must be accompanied by the required plant certificate (art.30).
