Legislative Decree No. 11 of 27 January 2007 defining competencies of the Ministry of Agriculture and Agrarian Reform.

The aim of this Legislative Decree is to define competencies of the Ministry of Agriculture and Agrarian Reform. It is composed of 5 Sections divided into 15 articles. Section I gives terms and definitions. Section 2 defines competencies of the Ministry which are to: prepares general objectives and scientific strategy for the development of the agriculture sector; lays down productive and investment plans and projects; regulate and organize plant and animal production; protect and maintain natural resources; take necessary measures in order to guarantee food security; protect of environment; create protected areas; fight plant and animal diseases and epidemics; contribute in the development of scientific researches related to agriculture; reinforce the agricultural guidance; lays down training and qualification programmes and plans; lays down programmes and plans for the activation and reinforcement of women roles in rural development; contribute in the development and encouragement of agricultural productions and marketing; implement the Agrarian Reform Law; cooperate with Arab Countries and international and regional organization in scientific researches related to agricultural sectors; prepare incentive methods and systems; prepare necessary legislations concerning agricultural sectors; reform and exploit mountainous lands; enlarge the industrial afforestation; protect and develop forests; regulate the exploitation of deserts (Albadeya); lays down plans and programmes for the protection of plants and animals and their products; develop and improve local races; and, improve and develop agrarian financing and credit. Section III deals with the structure, management and internal organization of the Ministry as well as defines competencies of the Minister and departments of the Ministry. Sections IV and V contain financing and general provisions.
