Legislative Decree No. 27 of 12 April 2007 establishing the High Institution for Water Management.

The aim of this Institution is to develop human resources concerning the integrated management of water resources. It is composed of 19 articles. Article 1 gives terms and definitions. Articles 2 and 3 deal with competencies and duties of the High Institution which are the following; carrying out applied and scientific studies and researches related to water; carrying out joint researches with the competent Ministries in fields of water; planning, projecting and realization of training programmes in water management; qualification and capacity building in fields of waters; offering scientific and technical consultations to public, joint and private sectors; and, cooperation with local, regional, Arab and international organizations and authorities operating in water training, studies and researches. Articles 4 to 18 provide for the following matters: management and internal organization of the Institute; employment; and, taxes and incomes.
