Legislative Decree No. 30 of 2005 on the Agricultural Cooperative Bank Law.

This Law comprising 40 articles aims to establish the Agricultural Cooperative Bank aiming to (i) carry out all banking activities to serve agricultural activities, both plant and animal, as well as related professions, crafts, industries, and services; (ii) encourage savings; (iii) provide all types and forms of banking services and facilities. Furthermore, the bank may (i) carry out the purchase, sale, and distribution of agricultural production supplies, either by itself or in partnership with others, or through intermediaries, in cash or through loans; (ii) act as an agent of the Central Bank of Syria in locations where there are no branches of the Central Bank of Syria. Article 6 grants the Bank significant privileges, establishing that guarantors are jointly liable with original debtors, deeming Bank funds and rights equivalent to public treasury funds, granting the Bank priority lien on all debtor and guarantor assets, ensuring government protection for Bank buildings and transfers, and prohibiting the seizure of funds loaned or advanced by the Bank except for repayment of their specific debt instruments. If a debtor's loan guarantees diminish in value, the bank can demand new collateral or impose a mandatory insurance notice on the debtor's assets, effective immediately. Should the debtor's existing insurance coverage exceed the bank's demands, the bank automatically acquires rights to those excess guarantees (Article 9).
Chapter IV outlines the Bank's rigorous procedures for collecting its outstanding claims. It establishes that all debts are payable at the Bank's branch where the loan originated, though payments at any Bank office are valid from the date of deposit.
