Abstract
This Act, consisting of 8 articles, regulates the importation, distribution, milling of cereals, and malt production in Eswatini. Main provisions are the following (i) Article 3 grants the Minister of Agriculture authority to regulate or prohibit cereal imports through permits, with violations subject to fines, imprisonment, confiscation, or vehicle forfeiture; (ii) Article 4 empowers the Minister to set cereal prices; (iii) Article 5 restricts maize trade to licensed cereal traders, with exceptions for personal consumption, livestock feed, or small-scale milling; (iv) Article 6 mandates a license for malt production, except for Africans making it for personal use; (v) Article 7 requires a license for milling cereals for compensation.
