Abstract
This implementation plan of the national AMR containment strategic plan 2018- 2022, is to be executed for the period of October 2020 to September 2025 and aims at Translating the strategic objectives to activities and actions, Aligning the plan with existing policies, regulations, and guidelines, facilitating national coordination of the implementation of AMR surveillance strategies in the different sectors, and identifying opportunities for improvement.
Under this implementation plan, five strategic objectives will be implemented: Strategic Objective-1: Improve awareness and understanding of AMR through effective communication, education, and training. Strategic Objective-2 Strengthen the knowledge and evidence base for AMR containment through surveillance and research. Accurate and timely data on patterns of. Antimicrobial use (AMU), antimicrobial consumption (AMC) and AMR will be used to guide and inform policy decision making on slowing the spread of AMR. Strategic Objective-3: Reduce the incidence of infection across human, environment, and animal communities, food establishments and healthcare through individual and environmental sanitation, hygiene, and adoption of infection prevention and control measures and practices. Strategic Objective-4: Optimize prescribing practices and use of antimicrobial medicines in human and animal health through AMR stewardship involving clinicians and veterinary practitioners, consumers and farmers. Strategic Objective-5: Enhance leadership, governance, and investment in containing AMR through the work of the Antimicrobial Resistance Containment Committee (AMRCC) in coordination with multi-sector ministries including health, agriculture, and Ministry of Natural resources and Energy.
To enable more inclusive and efficient agricultural and food systems, the Plan proposes several interventions under each strategic objective. Raise awareness and provide training on AMR to promote behavioral change across sectors and stakeholders, including health practitioners, environmentalists, farmers, veterinarians, government agencies, private sector, and NGOs; build capacity in AMR surveillance for human and animal health, environment, and agricultural sector including food and drinking water. The Plan also poses a particular enphasis on Good infection prevention control (IPC) in food establishments and communities (strategic objective 3).
The implementation plan will be operationalized by the technical departments in the respective Ministries with support of implementing partners on key areas, and support from other AMR stakeholders locally and internationally.
