Abstract
The National Energy Policy 2018 (NEP 2018) builds on the NEP 2003 with the aim of further supporting energy expansion both in petroleum and electricity sector. NEP 2018’s Vision is to meet the energy needs of the country in a sustainable manner the contributes to economic growth and wellbeing of the population.
The NEP 2018 recognises the definition of energy poverty as the “absence of sufficient choice in accessing adequate, affordable, reliable, quality, safe and environmentally benign energy services to support economic and human development”.
Section 2 provides an overview of the energy sector outlining current and potential supply and identifying the main demand sectors (these include agriculture, mining and industry). Section 3 presents the National Vision and the overall Energy Policy Goals. Section 4 discusses policy matters and statements divided in two sections one for the electricity and one for the petroleum sector, for instance eradication of energy poverty. Section 5 contains overall and cross cutting issues such as the relation between energy end national priorities, energy and climate change education and gender. Section 6 identifies the legal and regulatory framework. Section 7 concerns institutional matters and makes recommendation on stakeholders, partners and communication. Section 8 and 9 cover monitoring, evaluation and implementation
The Policy recognizes and discusses the issue of eradication of energy poverty mainly in rural areas. Energy poverty is linked to financial poverty.
