Abstract
These Regulations, comprising 21 articles, establish health and safety standards for bakeries in Eswatini, ensuring compliance with public health requirements. They prioritize hygiene and proper management in food production to protect consumer health. To this end, article 4 states that no one may operate a bakery without first obtaining a registration certificate from the local authority, except as provided in Regulation 19 concerning existing premises. The Regulations outline specific measures bakeries must adhere to, including the requirement for proper mixing machines, the construction of bakehouses that meet defined standards, and the provision of adequate washing facilities. Compliance requirements include obtaining a registration certificate, paying a registration fee, and ensuring that all bakery products are made in hygienic conditions. Implementation of these Regulations involves inspections by authorized officers, who are empowered to enter and examine bakery premises and vehicles used for transporting bakery products.
