Abstract
The overarching goal of this 13th National Economic and Social Development Plan (2023-2027) is set as becoming a “Progressive Society with a Sustainable Value-Creating Economy.” The Plan establishes five key targets: (1) restructure manufacturing and service sectors into an innovation-based economy, aiming to raise gross national income per capita to USD 9,300 by 2027; (2) develop human capital, targeting a Human Achievement Index of 0.7209; (3) reduce inequality, with expenditure disparity between the top 10% and bottom 40% lowered to under 5 times; (4) ensure sustainable production and consumption, aiming to cut greenhouse gas emissions by at least 20% from the business-as-usual level; and (5) enhance Thailand’s capability to cope with changes and risks under the new global context. Thirteen development milestones translate these targets into specific sectoral goals, ranging from becoming a high-value agricultural exporter to achieving a circular, low-carbon economy, with a focus on the agricultural sector's transformation towards high-value agricultural output and processed products. This transformation is predicated on the integration of technology to enhance productivity, diminish reliance on finite natural resources, and enhance the value of agricultural goods for the burgeoning high-value food industry.
To realize these goals, the Plan outlines comprehensive strategies under each milestone. These include promoting targeted R&D and high-value agricultural products, supporting sustainable farming models, enhancing irrigation and water management, expanding digital infrastructure, promoting lifelong learning, developing smart cities, and strengthening SMEs. Expanding eco-friendly and high value-added sustainable farming models shall be based on domestic success cases, such as farming related Bio-Circular-Green (BCG) economy, good agricultural practice, agroforestry, organic farming, agritourism, artisanal fishery, legal fishing, and good labor practice. The Plan emphasizes inclusive water resource governance, including improved water tenure arrangements to secure equitable access and community participation in water management. Measures span regulatory reforms, fiscal incentives, investment in innovation and green technology, public-private partnerships, and capacity building. Cross-sectoral collaboration, inclusive participation, and data-driven policymaking are emphasized to ensure alignment with the National Strategy and sustainable development principles.
