Eastern Special Development Zone Act, B.E. 2561 (2018).

This Act is enacted to carry out the development of the eastern region systematically and in accordance with the principles of sustainable development, especially promoting commercial and industrial operations that use advanced, modern environmentally friendly technology and innovation.
The areas of Chachoengsao, Chonburi, and Rayong provinces and any other areas in the eastern region additionally designated by the Royal Decree are the Eastern Special Development Zone, for the following purposes: (1) Develop economic activities that are modern and environmentally friendly in order to increase the country's competitiveness; (2) Providing comprehensive government services in order to reduce obstacles and costs in operating a business; (3) Create an efficient infrastructure and public utility system; (4) Determine the use of land appropriately with the conditions and potential of the area in accordance with the principles of sustainable development; (5) Develop the cities to be modern and international, suitable for convenient, safe living, universal access and quality business operations (Section 6).
For any project or activity within the Eastern Special Development Zone that requires an environmental impact assessment report to be prepared, the National Environment Board shall specifically appoint a committee of experts to consider giving opinions or approval of the environmental impact assessment report of that project or activity (Section 8). The Eastern Special Development Zone Policy Committee shall be established. The duties and powers of the Committee include: ( 1) Set policies for the development of the Eastern Special Development Zone; ( 2) Approve the overall plan for the development of the Eastern Special Development Zone, overall land use plan, infrastructure development plan and public utility systems operational plan and comprehensive government service plan; etc. A fund shall be established with the objective of providing support for the development of areas, communities, and people living within or affected by the development of the Eastern Special Development Zone.
